Support zsh as local shell in Tramp (Bug#31924)

* lisp/net/tramp-sh.el (tramp-sh-extra-args): Extend zsh
arguments.  Add :version.
(tramp-maybe-open-connection): Use extra args for
`tramp-encoding-shell'.  (Bug#31924)
